What does not apply to 14 CFR Part 107?

Model Aircraft that meet the criteria in 14 CFR Part 101 (e.g. Amateur rockets, moored balloons or unmanned free balloons, and kites), operations conducted outside the United States, public aircraft operations, and air carrier operations.
