Why did Labour fail to Complete the Second Stage of their House of Lords Refrom?

-Their Second Stage was to introduce an Electable Element to the Lords -This failed because Politicians couldn't decide whether its best to have a Fully Elected Champbers to Maximise Democracy, or to have it Partly Elected to retain a few Lords with lots of Expertise
