Fluorine has a smaller atom than chlorine since it has less electrons and shells. This means that the electrostatic force of attraction will be stronger with the nucleus and outer electron in fluorine. Because it's stronger, fluorine can gain an electron and make a full outer shel easier than chlorine, making it react.
