Explain what happens when a ballon sticks to a wall due to static electricity

When you rub a balloon on cloth, the balloon loses electrons to become positively charged. When a balloon is held against a neutral wall, the electrons in the wall are attracted to the positive balloon, and that force of attraction keeps the balloon sticking to the wall.
